The Mobile ID, Mobile Resident Registration Card, Mobile Driver’s License, Mobile National Veterans Registration Card, and Mobile Overseas Koreans Identity Verification Card are government-issued identification documents that can be securely stored on personal smartphones, offering the same legal validity as traditional forms of identification.

Mobile ID App Overview

The suite of Mobile IDs—including the Resident Registration Card and Driver’s License—are encrypted documents issued by governmental authorities, designed for secure storage and convenient access on mobile devices.

Mobile Resident Registration Card and Driver’s License Details

The Mobile Resident Registration Card and the Mobile Driver’s License are both legally recognized IDs that are securely encrypted and stored on smartphones. They are issued by the Ministry of the Interior and Safety alongside the Korean National Police Agency.

Eligibility and Requirements

• Must possess either a Resident Registration Card or Driver’s License, or be a new applicant.
• A smartphone registered in the applicant's name is required.
• Must be a subscriber to a domestic mobile network that supports personal identity verification, with Android OS version 8.0 or higher, equipped with biometric authentication and NFC capability.
• For non-IC ID holders, QR issuance is available at community centers for the Resident Registration Card or driver’s license test centers for the Driver’s License.
• Subscribers of mobile virtual network operators (MVNOs) may also apply, with exceptions noted for certain providers.
• Corporate-issued phones or anonymous prepaid phones are currently ineligible for use.

Application Process for a Mobile Driver’s License

To efficiently obtain a Mobile Driver’s License, applicants should present their physical driver's license along with a smartphone that has the Mobile ID app installed at a driver’s license test center. Applications can additionally be submitted at police department offices or online through the Korea Road Traffic Authority's Integrated Driver’s License Services website for IC requests.

Issuance Methods (Resident Registration Card, Driver’s License)

• Method 1: Convert your physical ID into an IC ID by scanning (tagging) it with your smartphone to issue the mobile ID directly.
• Method 2: Obtain an on-site QR code issuance at community centers (for the Resident Registration Card) or driver’s license test centers without replacing the physical ID.

Please note that obtaining a Mobile ID (Resident Registration Card or Driver’s License) requires at least one in-person identity verification step at the issuing agency. If a physical ID is converted into an IC ID, subsequent reissuance of a mobile ID when changing smartphones will not necessitate another visit to the issuing agency. The IC Resident Registration Card can only be applied for at community centers and typically takes about 15 days to be issued. The IC Driver’s License can be issued on-site at license test centers or take approximately 15 days if processed through police departments. When applying for an IC driver’s license online, please select a receipt date that is at least 15 days following the application date, excluding public holidays. Cautions

• Tagging Procedure for IC IDs: Remove any smartphone case, place the IC ID on a flat surface, ensuring contact for 3-4 seconds. The tagging area is located in the upper back section near the camera. Do not place IC IDs next to other items like transit cards to avoid misrecognition.
• Face Recognition Procedure: Ensure that the smartphone's front camera is clean and positioned in an adequately lit environment. Maintain a distance of approximately 40-50 cm (about arm's length) from the camera while looking straight ahead and following prompts such as blinking and turning your head from side to side.
